The world's most important digital information, optoelectronic, and biotechnology industries are gathered, from the west coast of Northern Taiwan to Taichung (including in districts and cities such as Taipei's Neihu District, Taoyuan, Hsinchu, and Miaoli).
Miaoli County is located in a strategically significant location between the north and the south of Taiwan, which allows it to play a role in the promotion, integration, and development of many cities and industries. Miaoli County’s objectives regarding regional integration are to improve living conditions, boost corporate profitability, and enable environmentally-friendly sustainable developments." Therefore, Miaoli County has dedicated itself to attracting international business investments in order to create jobs, facilitate exchanges in industry strategy and marketing, provide in-depth and detailed tourism services, build a comprehensive and high quality transportation network, maintain environmentally sustainable resources, provide social welfare and guaranteed safety, and establish a strong foundation for culture education and respect for minority groups.
Miaoli County is situated in the northwestern part of Taiwan. It is located west of Taichung and Hsinchu and east of the Taiwan Strait. It has a coastline of 54 km and covers an area of 1,820 km2 (approximately 5.06% of the size of Taiwan). Forests and mountainous terrain, hilly terrain, and plains account for 43.7%, 39.0%, and 17.4% of the county, respectively. Weather-wise, the annual average temperature is 20.5°C, with a mild climate. The east and west sides of the county have different annual rainfall levels. The eastern part receives more than 2,500 mm of rainfall on average, whereas in the west, it is approximately 1,200 mm on average.
Miaoli County has 125,800 ha of forests, and reforestation and conservation work is conducted on a regular basis to provide a large and lively green living space for residents. Additionally, Jinshui, Chuhuangkeng, and Tieh-chen Mountain all have natural gas resources. Consequently, natural gas pipes have been built throughout the county to provide gas for industrial and household use.
Miaoli County's administrative area includes 18 townships and cities, and the resident ethnic groups include the Hakka, Minnan, Say-Siyat, and Atayal. The population is approximately 560,000 persons and accounts for 2.6% of the total population of Taiwan. The population density is 308 persons per square kilometer. The working population over 15 years of age is 269,000 persons and accounts for 96.4% of the total labor force in the county. The unemployment rate is 3.6%. The industrial sector employs 129,000 persons, making it the largest industry in the county and accounts for 47.96% of the employment population. The service industry employs 124,000 persons, accounting for 48.45% of the employment population. The agriculture, forestry, aquaculture, and animal husbandry industries employ 16,000 persons, accounting for 6.04% of the employment population.
Miaoli County has four academic institutes: National United University, Yu Da University of Science and Technology, and Jen-Teh Junior College of Medicine, Nursing, and Management. Nearly 10,000 students graduate from these schools every year and enter the job market. Within the county there are also the Exploration & Development Research Institute (CPC Corporation), National Taiwan Craft Research and Development Institute (Miaoli Branch), Taiwan Hakka Cultural Development Center, National Health Research Institute, Animal Technology Laboratories, and the Taiwan Sugar Research Institute.
The Miaoli County Government has shown its commitment towards strengthening the employable skills of its workers by opening vocational training courses (designed according to industry requirements) for unemployed workers every year. From 2016 to 2017, a total of 16 classes were opened, in which 453 people were trained. It is estimated that 7 classes of pre-employment training and care workers will be offered in 2018 and expected through offering these vocational training courses, unemployed workers are able to improve their employable skills and allow them to re-enter the workforce. This means that high-quality workers that satisfy industry requirements can be provided, to effectively elevate the productivity of industries.
To promote employment, the Miaoli County Government holds more than 15 job expos every year on average, with openings for more than 10,000 jobs. In addition, the requirements of Miaoli County's professional industries are actively identified prior to issuing the latest regional employment information, thus diminishing the gap between what employers need and what workers offer.
In response to the employment needs of young entrepreneurs, the Miaoli County Government founded the Youth Start-up Workshop in December 2016, providing start-ups with the advice and assistance that they need. In addition, a task-based youth entrepreneurship counseling advisory group was established, where related personnel can visit, care for, and counsel young entrepreneurs. The objective is to provide youths with timely, appropriate, suitable services through face-to-face professional consultation services.
The county is located at the foot of the Xueshan Mountains, and most of Shei-Pa National Park lies within the county’s borders. There are three main rivers in Miaoli County: the Zhonggang River, the Houlong River, and the Daan River. The total length of the rivers is 240.9 km, and the rivers’ drainage area covers 182 km2. This gives the county sufficient water sources and allows the county to maintain five reservoirs, while also providing water for residential, industrial, and agricultural use:

Yongheshan Reservoir: Water storage capacity: 29,580,000 m3
Liyutan Reservoir: Water storage capacity 126,120,000 m3
Dapu Reservoir: Water storage capacity: 9,258,000 m3
Jiantan Reservoir: Water storage capacity: 560,000 m3
A great deal of effort has been put into various infrastructure projects, including the Freeway 1 Tongluo and Touwu Interchanges, National United University roads linking the new and old campuses, the Miaoli County Road 58 embankment, the Sanwan Bypass, the Jhunan Science Park's south side external linking road, sewage channels, and water resource centers. Northern, central, and southern crossing expressways have also been built. The solar-powered THSR Miaoli Station, which became operational in December 2015, was also constructed to accelerate Miaoli's economic development.
Miaoli's industries are based mainly on manufacturing. Most Jhunan, Miaoli, Tongluo, Xihu, and Sanyi. The county’s largest industries include the metallurgy, automobile, petrochemical, textile, and photoelectric industries. Larger traditional manufacturers include Yulon Motor, Tung Ho Steel Enterprise, Chang Chun Petrochemical, Nien Hsing Textile, ECLAT Elastic Textile, China General Plastics Corporation, Unicharm, Heng Fu Industrial, and Kuan Yuan Paper. The technology industry is mainly focused on wafers, optoelectronics, and solar energy. Miaoli’s technology companies include Innolux Corporation, KYEC Group, Greatek Electronic, Sino-American Silicon Products, Phison Electronics Corporation, and Porite Taiwan.
