2018 Taiwan Business Alliance Conference
Contact Taiwan, Invest Taiwan, Bravo Taiwan. The Taiwan Business Alliance Conference is Taiwan's most prestigious annual investment promotion activity. Every year, senior managers of leading multinational corporations are invited to present their views on current industry trends and the government's major industrial policies. In addition, leading companies often use the Conference as an opportunity to sign Letters of Intent (LOI). This annual Conference is attended by hundreds of senior executives representing leading multinational corporations. It provides an opportunity for corporate decision-makers, industry experts and venture capital firms to gain an in-depth understanding of Taiwan's investment environment, as well as its competitive strengths and new business opportunities. Taiwan’s recycling achievements a boost for circular economy
Premier Lai Ching-te touted Taiwan’s world-leading recycling efforts during opening remarks at the 20th anniversary exhibition of the Environmental Protection Administration’s Resource Recycling Fund on Tuesday, saying Taiwan’s recycling rate of 52.51 percent (4.13 million metric tons recycled) in 2017 fell behind only Germany and Austria. He thanked people from all sectors of Taiwan society for their hard work. The exhibition showcases 20 years of Taiwan’s progress and achievements in environmental protection, which may be grouped into several periods, the premier said. During the first period, the free-market era, families collected bottles and cans for sale back to stores. The second period spanned from 1988 to 1997 and was one of entrepreneurial autonomy; the first item to be recycled by the recycling alliance established at the time were plastic bottles. This year, a Taiwanese method of recycling PET bottles into textiles was used to produce uniforms for nearly half of the 32 finalist teams at the 2018 FIFA World Cup. Taiwan’s PET bottle recycling rate now reaches as high as 95 percent. What follows now is the era of the resource regeneration and recycling fund, and has become a thriving period for recycling, Premier Lai continued. The nation’s recycling endeavors have also entered the global era, with countries sending PET bottles to Taiwan for processing and Taiwan exporting its technologies and experiences abroad. In terms of consumption, the people of Taiwan have embraced green consumption and are phasing out single-use or disposable containers and products. Central and local governments are also promoting green procurement policies, devoting approximately NT$9 billion (US$294 million) each year to procuring products bearing green certification labels. In resource regeneration, the Executive Yuan has been advocating the use of waste products for public construction purposes, such as reusing incinerator bottom ash in construction material.

Premier: Circular economy creates win-win for economy, environment
Premier Lai Ching-te today applauded the Environmental Protection Administration (EPA) for actively promoting a circular economy through regulatory, technological and control mechanisms. President Tsai Ing-wen has included the circular economy in her “five plus two” innovative industries policy, and nations worldwide are also seeking ways of raising efficiency in resource use. The EPA examined successful practices by the Netherlands to formulate a strategy for recovering resources from waste products, the premier said. The strategy spells out measures for managing production and consumer waste and sets specific targets for 2020. Premier Lai directed other agencies to support the strategy, and asked the EPA to be thorough in its implementation in order to create a more efficient circular economy for Taiwan. At present, the EPA, Public Construction Commission and Ministry of Economic Affairs (MOEA) are engaged in a number of cooperative projects with local governments, including waste sorting and disposal technologies, factories for converting food waste to bioenergy, and the use of recycled aggregate for construction purposes, the premier said. The EPA has drafted a plan to promote recycling and reuse, saying all waste should be regarded as resources. Perpetual recycling of materials will be promoted at all stages, from production and consumption to disposal and regeneration. The EPA has joined forces with the MOEA, Ministry of Science and Technology, Ministry of the Interior, Ministry of Transportation and Communications, Ministry of Health and Welfare, and Council of Agriculture to promote waste recycling and build society around the circular economy.

Circular Economy Promotion Plan
The Plan integrates resources from different government agencies with the aim of incorporating the concepts of the circular economy and sustainable innovation into all kinds of economic activities. Specifically, the government has adopted four major implementation strategies for the two major goals of "circular industry" and "industry circles". They include the "promotion of circular technologies and material innovation," "creation of a new circular economy demonstration park," "promotion of green consumption and exchanges," and "integration of energy resource integration and promotion of industrial symbiosis."
The plan is designed to help key industries (e.g., metallurgy, petrochemicals, and other materials industries) develop innovative material technologies and increase the value of renewable resources. It will also tap into the capabilities of industry, government, academia, and research institutions to implement a new circular economy demonstration park, and to share the experience that the government has accumulated in the process of integrating resources and planning for the implementation of its strategies.
Establishment of Taiwan Circular Economy 100 (TCE100)
The "Taiwan Circular Economy 100" (TCE100) was established in 2019. As of July 2021, 245 industrial firms, government agencies, academic entities, and research institutions have joined TCE100. Events such as seminars and forums are organized to facilitate the exchange of ideas between members and frequent visits to industry trade associations have been organized so the government can better understand the problems faced by industry and use them as reference for policymaking.
