In the future, Yunlin will promote the investment of the entire axis in line with the “production-creating axis and cultural axis” of industrial zones and commercial districts in order to stabilize existing key industries and strengthen the infrastructure of key industries for future investment promotion.

Yunlin County is located north of the Chianan Plain, south of the Zhuoshui River, and adjacent to Changhua County. The Beigang River flows to the south of Yunlin County, which also neighbors Chiayi County. Mountains are found to the east of Yunlin, which is connected to Nantou County. To the west of Yunlin is the Taiwan Strait. Yunlin is 50 km wide from east to west and 38 km long from north to south, and covers 1290.8 km2 (accounting for 12% of Central Taiwan). Overall, 9/10 of the county is plains and 1/10 is mountainous regions. The county has the largest plain in Taiwan. Yunlin County has a subtropical climate, and the average annual temperature and rainfall are 22.6°C and 1028.9 mm, respectively.
Yunlin County comprises 20 administrative areas. Apart from Douliu City, Gukeng Township, and Linnei Township, which are closer to the mountains and have higher elevation, Citong Township, Dounan Township, Xiluo Township, Huwei Township, Dapi Township, Erlun Township, Tuku Township, Lunbei Township, Baozhong Township, Yuanchang Township, Beigang Township, Dongshi Township, Shuilin Township, Mailiao Township, Taixi Township, Sihu Township, and Kouhu Townshipare all located on flat plains. The county seat is Douliu City, and the county has a population of more than 690,000 people.
This county has beautiful pastoral views and boasts a strong sense of hospitality. Yunlin is ranked number one in Taiwan for the output and production value of agricultural products. It is the undisputed agricultural capital of Taiwan. Since the appointment of the county governor Chin-yung Lee, the direction of governance has been to target the “agriculture and green energy” dual capitals. Yunlin actively promotes the Yunlin boutique mark to establish its brand image (which significantly improves its agricultural competitiveness. Furthermore, facilitating solar manufacturers to help farmers in building solar power plants for poultry houses, setting up renewable energy facilities, wind power generation (including road wind power and offshore wind power), and biogas power generation for large consumers.
The county high-speed rail station officially opened to traffic on December 1, 2015. After the successful transformation of the Mai Liao Harbor in the future, it will become the nearest port to the coastal trade. At the same time, the government plans to establish a professional agricultural processing area or a green energy production capacity industrial zone, and strive to turn the concept of integration of production, ecology and life into the dual goals of “agriculture and green energy” in order to create a low-carbon, green energy, sustainable urban and rural areas. Yunlin County has abundant sunshine, with an average of 3.51 hours of sunshine. The average daily power generation per unit (KW) of solar panels can reach more than 3.66 degrees, and the annual degree of power conversion is as high as 1,300 degrees.
In addition, there is also a gold corridor with an area of approximately 1,266 hectares, and a land adjustment project in Taixi Industrial Park as a “Taixi Green Energy Zone” with a development area of approximately 1,176 hectares, providing the use of green energy for power generation. After the completion of development in the entire region, it is estimated that the total installed capacity of solar photovoltaic devices will reach 800MW, which is equivalent to 86% of the national solar photovoltaic device capacity (930MW) in 2016. In 2025, the national green power contribution will reach 3.4%, making it the largest solar power plant in Asia. It will become the construction of the "Fengtou Shuizuo" in Taixi Township.
Transportation in Yunlin County is mainly based on land transportation. In the east-west direction, there are five roads that connect to the Yunlin outlying islands industrial area, as well as the east–west expressway that connects Taixi and Gukeng. In the north–south direction there is the railway, Freeways 1 and 3, the Provincial Highway 61, and Provincial Highways 1, 3, 17, and 19. The High Speed Rail station was built in Huwei, near the center of the county. From here, it only takes 50 minutes to reach Taipei and 40 minutes to reach Kaohsiung. Because of its location, Huwei has become a commercial hub between the north and the south. In September 2009, Minister Mao Chih-kuo of the Ministry of Transportation and Communication and the Taiwan High Speed Rail Company promised to complete the Yunlin High Speed Rail station before June 2015. The railways in Yunlin County stop at the Dounan, Douliu, and Linnei rail stations. Freeway 1 is connected by 3 interchanges, Dounan, Huwei (the Douliu linking road was built in coordination with the High Speed Rail designated area linking road), and Xiluo, to Yunlin County, which can be used to travel north to Changhua and Taichung, or south to Chiayi and Tainan. Freeway 3 is connected to 2 interchanges, Gukeng and Douliu, and is linked to Changhua, Nantou, and Taichung to the north, and Chiayi and Tainan to the south.
Yunlin County's Mailiao industrial port has begun operations, and was listed as a direct shipping port at the end of 2008. It is the deepest port in Taiwan and is only 196 km from China. Currently, Yunlin is actively trying to convert the port into a dual commercial and industrial port so that Taiwan can take advantage of China’s market, obtain global resources, and connect with the international community.
There are currently 3 sets of generating units in Yunlin County, which has a total power generation of 329 GW/h, accounting for more than one-tenth of the total generating capacity of Taiwan Power. It is not only enough to supply the expanding industrial demand in Yunlin County, but also to solve the domestic power supply. They also actively promote Green Energy policy and apply for an integrated flood management plan from the Central Government to build an 11-hectare solar panel in Beigang, which is estimated to provide about 10,200 MW/h of green energy per year. The power generation can achieve many functions such as flood prevention, leisure and green energy. From the year of 2011 to August 31, 2016, the number of photovoltaic power generation equipment applications totaled 2,247 pieces and the capacity of the equipment reached 276 MW (equivalent to 354 million kWh); solar photovoltaic power generation equipment was installed in public offices and school roof space. With 235 units set, it is expected that the county government will have 200 million of income in 20 years.
In 2000, Yunlin County completed the Ji-Ji Conjunctive Diversion Project, which is the first weir project in Taiwan. This project provides Yunlin County and Changhua County with 2.4 billion tons of agricultural water each year. Furthermore, to ensure Jiji Weir's stable water supply during the dry season, a budget of NTD$25.6 billion is currently marked for linking the Hushan Dam with the Jiji Weir. According to estimates by the Central Region Water Resources Office of the Water Resources Agency, this is enough to supply the needs of the Yunlin area.
Yunlin County is collaborating with the government's promotion of the "M-Taiwan Project." A ubiquitous network composed of PCs, the Internet, and mobile communications is being built to respond to the third IT revolution. This is expected to allow the government, corporations, families, and individuals to be able to go online using any equipment at any time to obtain information, which will improve work efficiency and daily convenience. The deadline for the Special Statute for the Expansion of Investment in Infrastructure Construction was December 31, 2009. Yunlin County has planned a four year construction period (from 2006 to 2009), based on a variety of evaluation principles, to make Yunlin County's communication infrastructure more comprehensive.
