Companies have started entering Taichung Software Park, which was developed by the Export Processing Zone Administration, and begun their operations. The administration has implemented five strategies to achieve the vision of developing the Taichung Software Park into Central Taiwan’s smart application service innovation base. These strategies are: eliminating investment barriers, recruiting businesses, strengthening industry-academia collaboration, promoting smart applications, and integrating cultural technologies.
Huang Wen-Guu, Director-General of the Export Processing Zone Administration, stated that the Taichung Software Park was planned and developed based on the concept of a smart park, that offers convenient transportation, an abundance of academic and research resources available in surrounding areas, and an excellent living environment. This has attracted many companies to establish themselves in the park. Business recruitment began in May 2012 and by January 2014, all of the park’s land had been leased to companies. At present, the park has a total of 141 companies that have made 149 investments for a total NT$12.4675 billion. Digital content, e-commerce, ICT, cloud, and cultural creative companies account for about 89% of all companies in the park, and include the largest commercial software developer in Taiwan, a system developer that won the Ministry of Transportation and Communication’s Smart Transportation Award, a cultural creative company that won the Best in Gift Award at NY NOW, and an online game developer with the most players in Taiwan. These outstanding companies will significantly increase the smart application service innovation capabilities of Taichung Software Park.
The Export Processing Zone Administration implemented five strategies to develop Taichung Software Park into Central Taiwan’s Smart Application Service Innovation Base:
(I)Accelerating business investments
The Export Processing Zone Administration formed an Investment Promotion Work Group together with the Taichung City Government, Tunghai University, Feng Chia University, Tai-Chung Computer Association, and park developers. The work group helps eliminate investment barriers for companies to enter the park.
(II)Recruiting businesses
The services provided by Tai-Chung Computer Association in the park are used to drive industrial development. Furthermore, various related organizations have established offices in the park to provide companies with easily accessible support services.
(III)Strengthening industry-academia collaboration
The resources from industrial, academic, and research institutions were integrated to form the Academia-Industry Consortium of Taichung Software Park, which will plan a complete industry guidance mechanism, build long-term partnerships between industries and academia, and provide guidance to companies regarding the use of government resources, investing in innovation and R&D, and cultivating talent, in order to enhance the competitiveness of companies in the park.
(IV)Promoting smart applications
The Economic Processing Zone Administration will introduce innovation resources based on the needs of companies in the park, and will work together with flagship companies to provide new experiences with smart machinery, Apple app training classrooms, AI, and unmanned store services.
(V)Integrating cultural technologies
Technology innovation is used to increase the influence of cultural creativity. Director-General Huang further stated that the available rental space of the Taichung Software Park is limited. He welcomed software developers around Taiwan to seize this last opportunity to enter the park and get a piece of the massive smart application service market. This will make the high added value industrial cluster in the park more complete, and further drive local economic development.
