Description

In 2011, the United Nations Human Rights Council adopted the United Nations Guiding Principles on Business and Human Rights (UNGPs). The content integrates existing international human rights standards and practices, and the purpose of the UNGPs is to clarify the obligations and responsibilities of the state and businesses regarding business-related human rights risks. The UNGPs encompass three pillars: the "State Duty to Protect Human Rights," the "Corporate Responsibility to Respect Human Rights," and the "Access to Remedy."

On December 10, 2020, Taiwan launched its "National Action Plan on Business and Human Rights (2021-2024)" in accordance with the UNGPs, becoming the second country in Asia to launch the plan. This demonstrates Taiwan's commitment to ensuring that corporate operations align with international human rights standards. Based on the UNGPs, and considering the complexity and dynamic nature of human rights issues, the plan requires regular updates and reviews to ensure it remains aligned with international standards and Taiwan's specific circumstances.

To facilitate multi-stakeholder dialogue between government entities, business sectors and civil society , the Ministry of Economic Affairs(MOEA) held the first and second workshops on May 7 and August 14, 2024, in Taipei . These workshops brought together 117 participants representing 100 groups from both the public and private sectors, resulting in the collection of 40 valuable opinions. The feedback has been forwarded to the relevant authorities for their responses and incorporated into the draft content. At this stage, plans are underway to hold the third and fourth workshops in Taichung and Kaohsiung .

Adhering to the core principle of inclusive stakeholder participation, we sincerely invite relevant organizations to attend and provide valuable feedback on the draft of the "Taiwan National Action Plan on Business and Human Rights 2.0".
