1.經查「奧地利農業區域觀光部」及「奧地利工商總會」(WKO)網頁公告資訊如下:
(1)奧國政府因為新冠疫情(COVID-19)自2020年3月16日開始實行「外出限制」措施,包括禁止出遊及旅遊等休閒活動,並自2020年4月4日起,禁止飯店、民宿、渡假屋、露營地、AirBnB訂房等旅宿業者營業,此規定暫延續至5月中旬。
(2)是否可免費取消以觀光為目的之旅宿預訂:取消旅宿預訂原本應依據雙方在住宿合約達成之協議,以及交易條款處理,惟奧國政府因COVID-19疫情實施上述限制措施,造成飯店於限制措施期間內無法提供服務,合約無法履行,故原住宿合約訂定之相關條款無效,飯店不可向客戶要求補償或退訂費用,惟建議在與客戶方達成協議之條件下,以提供禮券、更改或延後預訂之替代方式處理。

2. 申訴管道:
「奧地利工商總會」(WKO)建議申訴管道為: 奧地利主管消費者保護事務之「奧地利社會健康照護消費者保護部」及「消費者資訊協會」(Verein für Konsumenteninformation, VKI)。目前該部委託VKI,針對COVID-19旅遊消費權益問題設立專線諮詢服務,VKI請訂房客戶參考下述信件格式,再次電郵訂房飯店旅宿業者要求退款。倘該旅宿業者仍不願意退費,請將該旅宿業者回復之拒絕退款電郵轉寄至VKI信箱reisen@europakonsument.at。(VKI專線為+43 800 201 211;服務時間:周一至周日上午9點至下午3點)。
