一、勞工素質及結構

（一）勞工供應及品質

土國勞工供應充沛，素質尚可，2021年失業率達12%，就業人口約

2,879.7萬人，占15歲以上人口之45.2%，較2019年增加2.5%；以部門來

看，服務業僱用最多人力，占比55.9%，其次為工業（20.5%）、農業

（17.7%）及營建業（5.8%）；另2021年勞動力參與率自2020年上升2.3%

至51.4%，其中男性勞動力參與率自59.4%上升至62.8%、女性則自26.2%

上升至26.8%。

二、勞工法令

（一）勞工法規

主要法規包括 the Labor Act, the Maritime Labour Act, the Act

Concerning Labour/Management Relations in the Press, the Trade Unions Act,

the Collective Agreements, Strikes and Lock-Outs Act, the Social Insurance

Act, the Labour Courts Act, the National Holiday and General Vacations Act,

the Weekend Holiday Act, the Employment Services Act, the Apprentice,

Artisan and Master Workmen Act等。

（二）工資、工時

法定一週最多工時為45小時，加上加班一天不得工作超過11小時，加

班一年不得超過270小時。倘工作契約訂定每週工時低於45小時，假設為
