（一）金融制度及概況
貝里斯政府於1990年依據1982年中央銀行法成立中央銀行，其具有穩
定金融、提供貸款、配合政府經濟政策，以匯兌機制促進經濟成長等功
能，該法案並賦予貝里斯中央銀行控管貝里斯銀行系統之各項活動。貝里
斯金融開放，包含商業銀行（Commercial Bank）、境外銀行（Offshore
Bank）、信用合作社（Credit Union）、外匯兌換所（foreign exchange
house）、保險公司（Insurance Company）、建築協會（Building Society），
以及政府經營之金融發展公司（Development Financial Cooperation）、儲
