一、勞工素質及結構

（一）勞工供應及品質

土國勞工供應充沛，素質尚可，2022年失業率達10.2%，就業人口約

3,075.2萬人，占15歲以上人口之47.5%，較2021年增加2.3%；男性就業為

65%，女性為30.4%。以部門別來看，服務業僱用最多人力，占比

56.5%，其次為工業（21.7%）、農業（15.8%）及建築業（6%）；另勞動

力較2021年增加161.8萬人，總計3,433.4萬人，勞動參與率提高1.7個百分

點至53.1%，其中男性為71.4%，女性為25.2%。

二、勞工法令

（一）勞工法規

主要法規包括 the Labor Act, the Maritime Labour Act, the Act

Concerning Labour/Management Relations in the Press, the Trade Unions Act,

the Collective Agreements, Strikes and Lock-Outs Act, the Social Insurance

Act, the Labour Courts Act, the National Holiday and General Vacations Act,

the Weekend Holiday Act, the Employment Services Act, the Apprentice,

Artisan and Master Workmen Act等。

（二）工資、工時

法定一週最多工時為45小時，加上加班一天不得工作超過11小時，加

班一年不得超過270小時。倘工作契約訂定每週工時低於45小時，假設為
