To comply with the government's offshore wind power green energy industry development policy, and to provide employee safety training services necessary to the domestic offshore wind power industry, the Taiwan International Ports Corporation (TIPC) and companies including Taiwan Power Company, Cwind Taiwan, China Steel, CSBC Corporation Taiwan, and Swancor signed the "Taiwan Wind Energy Training Co., Ltd. Joint Investment Letter of Intent" at the Taiwan-Europe Wind Industry Summit today (March 15th). With this, they vowed to work together in training talent for Taiwan's wind power industry, and to do their utmost in cultivating and developing talent for domestic offshore wind power. Witnessed by foreign and domestic officials, academics, and guests in attendance, the letter of intention in signed by TIPC President Kuo Tien-Kuei, Taiwan Power Company President Chung Ping-Li, Cwind Taiwan President Tsai Ming-Ko, China Steel Executive Deputy Director Wang Hsi-Chin, CSBC Corporation Taiwan President Tseng Kuo-Cheng, and Swancor Chairman Tsai Chao-Yang. It is expected that Taiwan Wind Power Training Co., Ltd. will be jointly established at Taichung Port in July this year (2018), building a GWO wind power training center that meets international standards. This will provide domestic and foreign personnel training services to the wind power industry, and lay a foundation for Taiwan's wind power industry development.
As a government-owned corporation, TIPC is duty-bound to actively cooperate with the government's green energy development policy, following the needs of major domestic and foreign wind power developers and wine turbine manufacturers. All personnel desiring to be employed in construction or maintenance work at offshore wind farms must first undergo 5 major GWO or GWO-level safety trainings before they can begin. Yet Taiwan has not so far established a training center that meets international regulations. TIPC is the main executor of the Port of Taichung offshore wind farm forward-looking program. In order to meet the industry's urgent need for basic safety training, TIPC gathered important figures from throughout the domestic and foreign offshore wind power industry supply chain. These included Taiwan's biggest power provider and offshore wind farm developer, the Taiwan Power Company; China Steel's Wind-Team; CSBC Corporation Taiwan's Marine-Team; Swancor, a pioneer in Taiwan's wind farm development; and Cwind-Taiwan, founded by investments from the British company Cwind, which has GTO training centers in the UK. Together, they form a strong team, combining their offshore wind power know-how with planning and investments, as they work together to cultivate local talent for the wind power industry.
The training center set up in Taichung Port by the Taiwan Wind Power Training Corporation in the future will integrate with the grounds and facilities of the TIPC Academy of Maritime Development. Through foreign management experience introduced by joint investor (Cwind-Taiwan), obtain GWO certification and authorization, then work toward local technology development. External trial operations are set to begin in January next year (2019), starting with basic safety training certification courses. This will help domestic offshore wind power personnel to be trained and certified without having to leave Taiwan, in turn actively cultivating talent, and helping the sustainable development of Taiwan's offshore wind power industry.
