The Ministry of Digital Affairs (MODA) held the “Sovereign AI and Sustainable Development International Expert Symposium” today (October 29). The event invited Dr. Hayun Kang, Senior Research Fellow at the Korea Information Society Development Institute (KISDI), to serve as keynote speaker and panelist. Dr. Kang engaged in dialogue with several leading AI experts from Taiwan, exchanging views on AI governance, data sovereignty, and sustainable development. Together, they explored the practical challenges and opportunities of sovereign AI governance and identified new opportunities for international collaboration.
Director General Eric Juang of the Department of International Cooperation stated that artificial intelligence has become a strategic priority for major economies worldwide. As nations pursue innovation, they are also developing AI governance frameworks and regulations to ensure technology aligns with ethical principles and public expectations. He noted that international organizations such as the Organisation for Economic Co-operation and Development (OECD) continue to promote ethical standards and multilateral cooperation, and that Taiwan actively engages in these global initiatives. Juang emphasized that MODA will strengthen cross-sector collaboration among government, industry, academia, and research to advance trustworthy AI, data governance, and digital resilience, building an innovative and sustainable digital nation.
The keynote sessions focused on AI governance challenges and data sovereignty, covering Korea’s practical experience in incorporating international AI principles, the current developments and strategies of Taiwan and Japan, as well as the opportunities and challenges in building localized AI agents. The panel dialogue further outlined practical pathways toward integrated global AI governance — from technical standards alignment and data sovereignty enhancement to digital resilience, technology independence, and cross-border policy coordination — opening new perspectives for Taiwan’s future AI governance framework.
MODA stated that the symposium gathered experts from Taiwan and abroad to exchange perspectives on sovereign AI, data sovereignty, and sustainable development, reflecting Taiwan’s commitment to international collaboration in AI governance and digital policy. Insights shared during the event will guide future policy design and foster open, responsible, and sustainable digital development. MODA expressed appreciation to all participants and looks forward to working with global partners to build a trustworthy digital future.
