SEOUL, Korea - The Small and Medium Enterprise and Startup Administration (SMESA) of the Ministry of Economic Affairs (MOEA) shared Taiwan's policy achievements in nurturing startups, resilient finance, and MSME digital transformation at the 61st APEC Small and Medium Enterprises Working Group (SMEWG) Meeting and Startup Alliance Forum, held from May 20 to 22 in Seoul, Korea. SMESA also invited AI startup Chimes AI, Inc. to jointly showcase successful experiences in public-private partnership to implement AI technology, receiving high praise and warm responses from member economies.
Regarding startup cultivation, the CEO of Chimes AI shared a practical case study demonstrating how they introduced non-intrusive AI anomaly detection technology to New Taipei Metro's Danhai Light Rail through the startup procurement mechanism. This solution realized through PPP mechanism not only helped the startup establish track record, but also contributed to the development of infrastructure. On resilient finance, SMESA shared that in addition to financial inclusion measures-including loans, interest subsidies, credit guarantees, and consulting-Taiwan also provides an intangible asset credit guarantee mechanism. This helps MSMEs with strong R&D capacity but insufficient tangible collateral secure financing using innovative assets such as technology, patents, and trademarks to navigate financial difficulties.
On AI development and digital transformation of traditional industries, SMESA focused on The Ten AI Initiatives Promotion Plan to outline Taiwan's latest digital policies for driving AI adoption across all sectors. For traditional industries, the Industry Competitiveness Advisory Teams provide on-site diagnoses, specialized courses, and hands-on AI training to enhance production efficiency and quality. For AI startups, Taiwan links technical resources and international corporate capabilities to precisely match domestic and international markets, effectively opening up application fields and business opportunities.
