InvesTaiwan today (23rd) approved the additional investment of NT$53.9 billion in Taiwan by 7 companies, including Largan Precision Co., Ltd. and Excel Cell Electronic Co., Ltd. under the Action Plan for Welcoming Overseas Taiwanese Businesses to Return to Invest in Taiwan, and Cathay Consolidated, Inc., Kaohsiung Opto-Electronics Inc., and ELAN Microelectronics Corp. under the Action Plan for Accelerated Investment by Domestic Corporations. At present, the three major programs for investing in Taiwan have attracted over NT$1.6073 trillion in investments from 1,116 companies, and are expected to create 128,199 domestic employment opportunities, in which the Action Plan for Welcoming Overseas Taiwanese Businesses to Return to Invest in Taiwan has attracted approximately NT$1.032 trillion in investments from 250 Taiwanese businesses and created 80,651 domestic employment opportunities; the Action Plan for Accelerated Investment by Domestic Corporations has attracted approximately NT$264.8 billion in investments from 131 domestic corporations and created 19,529 domestic employment opportunities; applications of 63 companies are still pending review.
Largan Precision Co., Ltd. is the leading manufacturer of optical lenses in Taiwan, and supplies optical lenses for mobile phones, tablet PCs, laptops, and automobiles. The company encountered headwinds when the US-China trade war began, but has made necessary preparations in the past 2 years, making three additional applications for a higher percentage of migrant workers under the Action Plan for Welcoming Overseas Taiwanese Businesses to Return to Invest in Taiwan. All three investment projects are located in Taichung Industrial Park, and plant construction and the installation of smart machinery and equipment began in 2020. After the projects are completed, over 2,500 domestic job opportunities will be created, and the company will expand its services for smart handheld product applications, while developing advanced process technologies in Taiwan.
Excel Cell Electronic Co., Ltd. is manufacturer that specializes in mechanical relay, semiconductor lead frame, and electronic parts and components, and owns the brand “ECE”. The company’s sales locations are distributed in Taiwan, China, and the United States. The company rapidly adjusted its business strategy due to the impact of the US-China trade war, and its first investment project under the Action Plan for Welcoming Overseas Taiwanese Businesses to Return to Invest in Taiwan was approved in August 2019. The company decided to apply for a second investment project to continue its development in Taiwan, and implement its phase 2 investment project in Xitun District, Taichung City. The company plans to invest nearly NT$600 million to build a plant and establish a relay production line and precision processing area for semiconductor lead frames, continuing to benefit Taiwan’s electronics industry. The investment will increase 27 domestic employment opportunities.
Cathay Consolidated, Inc. is the only company in Taiwan and one of the two only companies in the world capable of supplying functional fabric for aircraft escape slides. Over the years, the company has focused on markets for high-end functional fabric applications, such as healthcare, aerospace escape, and outdoor purposes. Its products have been certified by Boeing, Hillrom, and YETI, and its main customers are all leaders of their respective markets. The company’s products are sold across Europe and America. The company’s first investment plan under the Action Plan for Accelerated Investment by Domestic Corporations was approved in May 2020. Due to the stable market growth, the company plans to invest an additional over NT$600 million to build a plant in Yilan’s Longde Industrial Park, and will also install smart equipment and establish a cloud database, improving its productivity and increasing its product value through software and hardware upgrades, so that it can continue to shine on the international stage. The phase two project will create 61 domestic employment opportunities once it is completed, and contribute to the prosperity of Eastern Taiwan.
Kaohsiung Opto-Electronics Inc. is a subsidiary of Wistron and focuses on the manufacturing of in-vehicle and industrial control products. Its customers include Tier 1 companies in Japan, Europe, and America. The company plans to rent 1F and 2F of the Advanced Innovation Building and build its B3 Factory Office Building in Kaohsiung Cianjhen Technology Industrial Park, in order to ensure its competitive advantage in the industry and keep advanced R&D and manufacturing technologies in Taiwan. The company will apply AI, IoT, and automation technologies in its production, logistics, and supplier management, so that it can develop display modules will high added value and expand its portfolio of in-vehicle and industrial control products. This investment will create over a thousand employment opportunities in Kaohsiung for high-tech talent.
ELAN Microelectronics Corp. is a global leader in human machine interface IC, and specializes in the manufacturing of touch screen IC, touch panel module and IC, fingerprint recognition IC, microcontroller IC, and pointing devices, which are used in computer, communications, and consumer electronic products. Companies are developing AI to secure a key positions in the international electronics supply chain, and the company plans to build a new plant with advanced processes in Hsinchu County’s International AI Park, so that it can become a leader in smart human machine interactions. The company hopes to form an industrial cluster in the park to facilitate exchanges and developments in the AI industry, and also create domestic employment opportunities for AI-related fields.
