With regard to air transport, the number of flights at Kaohsiung International Airport has grown rapidly, with an average flight time to major cities in Asia of only 2.9 hours. Whether by plane or ship, this shorter distance and travel time to other parts of Asia means that trade routes from Kaohsiung have the lowest cost. The Kaohsiung City Government was the first to set up a one-stop window for investment promotion and marketing. It established an Investment Promotion Administration and strives to grasp the four key factors in investment decisions:

Kaohsiung supports the development of emerging industries, specifically via salary subsidies for enterprises that hire new workers.
